Surge's party proves it: there's not a single filler Pokemon in his team of Raichu, Magneton, Electabuzz and two Electrode.

Surge's main strategy is to annoy you, as few of his attacks are powerful but all but one of his Pokemon, Electabuzz, knows Double Team. Electabuzz and the Thunder Wave Electrode also know Light Screen, reducing the power of your Special attacks; the other Electrode also knows Selfdestruct, so you might want to send a Rock- or Ghost-type out against it. However, Surge is not that hard if you protect against his accuracy modifiers and status effects, as the 60 Base Power Shock Wave is the strongest attack of most of his Pokemon.

Also, none of his Pokemon are particularly sturdy, save for Magneton, so Physical attacks should hurt Surge badly. Meganium and other Grass-types resist Electric-type, so they're a good second choice. Feraligatr and most other Water-types should keep off of the field due to their obvious weakness here, but Typhlosion should do alright, especially in taking out Magneton.

When you defeat Lt. Surge, you'll receive the Thunderbadge and TM34 - Shock Wave, a moderately powerful Electric-type move that never misses. After getting the Thunderbadge, there's nothing else to do in Vermilion City, so leave through the north.

Route 6 is a linear vertical path that brings you Saffron City, which is accessible without needing to give drinks to the outposts' guards. You've seen most of Kanto's Wild Pokemon in Johto, plus their levels are very low, so from this point on they'll only be mentioned if they're new. Currently, the Underground Path to Cerulean City is off-limits due to trouble at the Power Plant, but you'll want to come back later. Behind her is TM62 - Silver Wind, a Bug-type move that has a small chance to boost all of the user's stats.

After getting that, and beating the Trainers, enter Saffron City. Saffron is one of the biggest cities in Kanto so there's a fair amount to do. If you need to heal, do so at the Pokemon Center just ahead. She's currently upset because she lost her favorite Pokemon Doll that somebody gave her three years ago; you'll have to find it for her as usual, but you can't do this until a bit later.
